A new shopping precinct for Mango Hill


In September 2025, Woolworths lodged a Development Application with the City of Moreton Bay (Council) to seek approval to deliver a new convenience-based neighbourhood centre on Anzac Avenue, Mango Hill.

Plans for the new precinct include a full-line supermarket and specialty retail and service stores, including alfresco food and beverage outlets, commercial spaces, and new health and medical services.

We are also proposing one of Queensland’s most advanced e-commerce fulfilment hubs (an eStore), combining innovation with everyday convenience for the growing Moreton Bay community. 

Ample, ‘at grade’ car parking will be provided, and the eStore will enhance the direct to boot service and home deliveries for online orders across the Moreton Bay region.

Moreton Bay is one of Australia’s fastest growing regions. The regional population is forecast to grow from 479,639 to approximately 690,000 by 2041. This means an additional 210,000 residents over the next 20 years. (Reference: City of Moreton Bay Regional Growth Management Strategy).

The proposed centre is currently in the planning phase. Artist impressions of the proposed centre are featured on this website, with final design subject to planning approval.

Site location and access


The project site is located on the corner of Anzac Avenue and Kinsellas Road East, extending behind the existing fast-food stores.

A new signalised intersection from Anzac Avenue is planned, to facilitate access into the site.

We are proposing an access point to minimise impacts on the local mango trees, based on arborist and traffic engineering advice.

The access is intended to allow for convenient access to the site, along with new pedestrian paths.

This will provide with an option for residents to complete their shopping within a few minutes for everyday grocery items.

A full-line convenient supermarket, specialty retail stores and new services


Woolworths recognises customer preference for convenient, local, in-person shopping.

The Moreton Bay region is growing, and so is the demand for further grocery and retail options for the community.

Our proposed new precinct will provide the community with:

  • A new full-line supermarket to provide a convenient shopping option for everyday groceries

  • Approximately 20 specialty shops and services

  • New health and medical services

  • New food and beverage outlets, including alfresco dining

  • More than 340 ‘at grade’ customer car parks

  • Sustainability features including solar panels, embedded energy network and EV charging stations

  • Greater choice of grocery items, retail options and convenience services for locals

  • Reduced travel times for everyday shopping.

New eStore - bringing retail innovation to the region

Our proposal includes a new eStore, only the second of its kind in Queensland.

Online grocery shopping continues to grow rapidly across Queensland. Moreton Bay is one of the country’s fastest-growing population areas, with high and ongoing demand for online, direct to boot shopping convenience.

Using advanced robotics and automation to support our staff, the proposed eStore will:

  • Assemble thousands of online orders each week

  • Enhance direct-to-boot order assembly and collection, and same-day home delivery

  • Improve accuracy and efficiency in order fulfilment.

This initiative reflects our commitment to invest in the Moreton Bay region and our commitment to meeting changing customer preferences, such as online shopping.

This innovation will also generate additional operational jobs compared to a traditional supermarket-only shopping precinct.

Local jobs and economic benefits


The project is expected to create more than 500 new jobs during construction and operation.

Construction is expected to generate more than 120 new jobs. More than 400 new jobs are expected to be generated when the entire centre is operating, which includes approximately 250+ jobs across the supermarket and eStore.

This proposal is part of our ongoing investment commitment within the Moreton Bay region, strengthening the local economy with new job creation, supporting long-term growth and delivering everyday shopping convenience.

Community and heritage

To deliver the proposed new intersection on Anzac Avenue, the removal of up to four mango trees may be necessary.

We have engaged a heritage consultant and arborist to determine an access point with least impact. The heritage and arborist reports are included in our Development Application.

We acknowledge the heritage significance of Anzac Avenue, and in response we are committed to:

  • selecting a point for the proposed intersection with least heritage impact, while maintaining viable and safe site access

  • exploring heritage recognition initiatives in collaboration with the community

  • implementing replanting and landscaping to enhance Anzac Memorial Avenue’s character at the frontage of the site.
